I finally finished all the Dragon Ball Z movies and I'll give you 2 lists. 1st list will rate their quality with small comment on why it is ranked that way and 2nd list will rate my favorites.
14,15 aren't included, because they are redone in Super and they used to be canon (not anymore).
1st list ( I was trying to be 'objective')
Bad:
13, Broly: Second Coming - This movie almost managed to break. doesn't make any sense
12, Bio-Broly - This movie is nasty in a very wrong way
11, Lord Slug - Gohan whistling.
10, Bojack Unbound - Threat to the Universe has escaped, let's ignore it, because Earth isn't in danger.
9, The World Strongest - Piccolo is defeated and kidnapped, let's not tell anyone about it.
8, Super 13 - Androids are causing havoc in the metropolis, somehow our heroes doesn't notice them.
7, Dead Zone - It will take me 300yrs to collect Dragon Balls
6, Return of Cooler - Frieza did it! (TeamFourStar reference)
Okay:
5, Broly: The Legendary Super Saiyan - I was expecting the worst, but I was actually suprised, but there are dumb scenes and decisions though.
4, Cooler's Revenge - Goku has the animal friendship powa.
3, Wrath of the Dragon - Interesting concept, but Vegeta's 30 seconds aren't nice
Good:
2, Fusion Reborn - It's super cool, but super cool doesn't make quality, so that's why it's not the 1st
1, Tree of Might - ToM is an interesting concept, villain has a reason, why he attacks Earth, very creative finishing move.

My most favorite villain: Turles - I like him the most and I think overall, he was the best villain in DBZ movies.
My unique villain: Final Form Janemba - If you have seen the movie, then you know exactly why.
